Plastic Free together｜工人姐姐也減塑
香港外籍家庭傭工（工人姐姐）在環境議題中至關重要，卻常遭邊緣化的群體。本項目旨在探討推動工人姐姐減塑、減廢，她們的環境體驗與觀點。基於認知到其關鍵位置，我們採用社會創新框架，與傭工及大學生協作探究現行的環保實踐，並辨識當中做成障礙的因素。透過淨灘活動、設計思維工作坊及社區環境對話等過程中發現，在受僱主的習慣影響以外，工人姐姐的跨文化生活經驗，同樣地塑造她們的環保意識和行動。工人姐姐對環境默默的付出，非常需要被社會所看見。然而，基於語言的阻隔，工人姐姐在獲取在地化廢物管理政策等資訊的渠道有限，如何接合工人姐姐的環保意識到本地的實踐，挑戰仍然存在。本計劃其中一成果為實用性三語版《Plastic-Free Helper’s Guidebook》（含他加祿語、印尼語、英語），旨在提供消弭現有的障礙，增強工人姐姐日常實踐減塑、減廢的能力。除指南外，此計劃以減塑為共同話題，展現社會共融與環保議題的相交，促進學生與工人姐姐的跨文化理解。
Migrant domestic helpers are a group crucial to environmental issues in Hong Kong, yet often marginalized. This project aims to explore promoting plastic and waste reduction among helper sisters, examining their environmental experiences and perspectives. Recognizing their key position, we used a social innovation framework to collaborate with helpers and university students in investigating existing environmental practices and identifying the factors creating barriers. Through activities such as beach clean-ups, design thinking workshops, and community environmental communications, it was discovered that, alongside the influence of employer habits, migrant domestic helpers’’ cross-cultural living experiences similarly shape their environmental awareness and actions. Their quiet contributions to the environment really need societal recognition. However, language barriers limit migrant domestic helpers’ access to information channels like localized waste management policies. The challenge remains in connecting their environmental awareness to local practices. One outcome of this project is the practical trilingual Plastic-Free Helper’s Guidebook (in Tagalog, Bahasa, and English), designed to help overcome existing barriers and enhance migrant domestic helpers’ capacity for daily plastic and waste reduction. Beyond the guidebook, this project uses plastic reduction as a common topic to demonstrate the intersection between social inclusion and environmental issues, fostering cross-cultural understanding between students and migrant domestic helpers.

當我們談論「環保」與「可持續生活」時，常被視為一種教條式的生活方式，或需要高科技解決的複雜問題。然而，環境問題並非僅靠政策或技術就能解決的精英議題。以即棄塑膠包裝為例，它至今仍是香港都市固體廢物中的主要挑戰。雖然社會已有許多減廢努力，從教育、社區活動到政策推動，但關鍵在於——如何讓大眾真正理解問題，並逐步轉化為日常行動？
我們嘗試以社會創新推動環保實踐，透過跨領域、跨社群的方式，結合科技、社會設計與人文思考，同時關注塑膠污染背後的結構性問題：誰在承受環境代價？哪些聲音被忽略？我們認為，唯有從真實生活經驗出發，與社區共同尋找解決方法，環保才能不再是遙不可及的理想，而是實際可行的改變。
這是一項需要全民參與的長期行動——而它的力量，正來自社區內的每個微小創新。
When we talk about “environmental protection” and “sustainable living,” it is often perceived as a dogmatic lifestyle or a complex problem that requires high-tech solutions. However, environmental issues are not elite concerns that can be resolved solely through policy or technology. Take single-use plastic packaging as an example—it remains a major challenge in Hong Kong’s municipal solid waste. Despite numerous waste-reduction efforts in society, from education and community activities to policy initiatives, the key question remains: how can we help the public truly understand the problem and gradually turn that understanding into daily action?
We try to promote environmental practices through social innovation, adopting a cross-disciplinary and cross-community approach that integrates technology, social design, and humanistic thinking. At the same time, we pay attention to the structural issues behind plastic pollution: Who bears the environmental cost? Whose voices are being ignored? We believe that only by starting from real-life experiences and working together with communities to find solutions can environmental protection move from a distant ideal to tangible, achievable change.
This is a long-term effort that requires participation from everyone—and its power lies in every small innovation within the community.

項目由淨灘工作坊開啟序幕，社會創新研究中心與活在南丫、外勞事工中心及Share Hong Kong合作，於南丫島北角村舉辦「Plastic-free together：南丫島北角村淨灘 X 海廢藝術工作坊」。參加者來自菲律賓、中國內地及香港的39名參與者，一同動手行動清潔海灘，集體行動的過程，創造了寶貴的跨文化交流機會。
工作坊不僅著眼於海灘清理的成果，更希望促進參加者思考塑膠、海洋垃圾、都市廢物與個人/集體責任關聯的對話。活動最後由海廢藝術工作坊作結，運用收集到的海玻璃與其他海洋廢棄物製作藝術品，以此引發參與者反思。
這些藝術作品連同海玻璃創作皆贈予參與者，既象徵著與此次經歷的持久連結，也代表著對環境守護的新承諾。
To kick off the project, CSIS organized a beach clean-up workshop in Pak Kok Village (北角村) in collaboration with Living Lamma (活在南丫), Mission for Migrant Workers (外勞事工中心), and Share Hong Kong. The event brought together 39 participants from the Philippines, Mainland China, and Hong Kong, fostering a valuable opportunity for cross-cultural interaction centred on the shared environmental experience.
Beyond the immediate task of beach cleaning, the workshop aimed to facilitate dialogue around the origins of the plastic, marine waste, municipal waste and its connection to our individual and collective responsibilities. Living Lamma led a concluding art workshop, utilizing collected sea glass and other marine waste to create art pieces that served as prompts for reflection.
These artworks, along with the sea glass art pieces, were gifted to the participants, symbolizing a lasting connection to the experience and a renewed commitment to environmental stewardship.

我請同組的工人姐姐們分享在她們僱主家中的經驗。她們告訴我們，在家裡做了很多分類工作，但僱主們並不重視這些。
而且她們所在的樓宇只有三色回收箱，實際上無法將物品按不同類別分類，這讓她們感到難過。
今天我們有一起淨灘的經驗，我們有機會聚在一起，讓學生們了解家務助理的感受，事實上我們可以採取一些行動。現在我們知道垃圾收費政策將於四月實施。無論家中是否有聘請工人姐姐，我們能為她們做些什麼？今天的活動結束後，我們可以好好思考這個問題。
I asked my domestic helper group mates to share their experience in their bosses’ home. They told us that they do lots of sorting jobs at home, but their bosses don’t care about that.
And their building has just like a three-colour recycling bins. They could not actually sort the things with different categories. So they feel sad actually.
Today we have the experience, we have the chance together, our students know the feelings from domestic helpers and actually we can do something. Now we know that the policy (waste charging) is coming in the coming April. If we have domestic helpers at home or not, what we can do for them? We can think about that after today’s activity.

We really enjoyed today. It was a very useful day with good weather. We talked about our community and how we felt. Today was meaningful because we picked up rubbish from the sea over there.

社會創新研究中心 (CSIS) 與 Good Lab 合作，在Plastic Free Together計劃下，於2024年1月20日舉辦了一場設計思考工作坊。這項合作促進了來自不同背景的學生們共同參與，旨在解決在工人姐姐社群中的塑膠垃圾問題。工作坊的靈感源於之前的淨灘活動，為參與者在中環和銅鑼灣進行田野考察做好準備，並提供了寶貴的分享。
來自菲律賓的家庭傭工Jhic分享了她的環保實踐，倡導使用可重複利用的容器和外傭社群的淨灘活動。參與者透過設計思考流程，同理身為工人姐姐所面臨的挑戰，明確具體問題，例如過度使用一次性食品容器，並產生創新的解決方案。這些方案涵蓋了設計可重複使用的購物袋和餐盒，開發針對工人姐姐和僱主的環保意識培訓計畫，甚至提出政策變革，以鼓勵具環保責任的聘用實踐。
工作坊的最後在展示了多個原型，包括Sunday Plastic-Free Campaign，以鼓勵使用可重複利用的容器，以及一個將環保培訓納入家庭幫傭聘用流程的強制性培訓提案。Jhic和胡嘉明教授強調各項創意的實用性和僱主參與的重要性。
CSIS, in partnership with Good Lab, hosted a Design Thinking workshop on January 20, 2024, as part of the ‘Plastic Free Together’ initiative. This collaborative effort brought together students from different various background to tackle the plastic issue within the migrant domestic helper community. Inspired by preliminary activities like beach cleanups, the workshop prepared participants for a field study in Central, providing invaluable first-hand insights.
Guest speaker Jhic, a Filipino domestic helper, shared her inspiring environmental practices, advocating for reusable containers and community-based cleanup initiatives. Participants engaged in a Design Thinking process, empathizing with the challenges faced by migrant domestic helpers, defining specific problems like the overuse of singe-use food containers, and generating innovative solutions. These ranged from designing reusable shopping bags and lunchboxes to developing environmental awareness training programs for both helpers and employers, and even proposing policy changes to encourage environmentally responsible hiring practices.
The workshop culminated in the presentation of several prototypes, including a ‘Sunday Plastic-Free Campaign’ to encourage the use of reusable containers, and a proposal for mandatory environmental training incorporated into the domestic helper hiring process. Feedback from Jhic and Prof. Wu Ka Ming highlighted the importance of practicality and employer engagement.

設計含多個隔層的可重複使用購物袋，旨在減少一次性塑料製品。然而Jhic指出，多數工人姐姐偏好使用手拉車，使此設計實用性受限。
A reusable grocery bag designed with multiple compartments to reduce single-use plastics. However, Jhic from ShareHK noted that most domestic helpers prefer using wheeled shopping carts, making this design less practical.

2024年1月28日與2月4日，學生走進中環皇后像廣場與維多利亞公園，拉近與工人姐姐的距離，通過短片放映、問卷採訪形式與工人姐姐打開跨文化對話。
短片放映精選塑膠在菲律賓、印尼跨文化漂流的故事短片，學生與姐姐共同想像塑膠、此地與他方；基於短片放映，學生與姐姐展開問卷採訪和對話，了解工人姐姐的塑膠使用認知和習慣：工人姐姐幾時最常用到膠袋？她們對垃圾徵費制度的認識如何？我們都面臨著哪些減塑的考驗？
兩天的考察下來，我們看見了塑膠的跨文化面向，共同探索環境知識與社會改變。社會創新研究中心團隊設計了一份問卷，記錄工人姐姐對香港即將推行的垃圾收費及減廢減塑政策的理解和意見，為期兩日的活動，共接觸近200名來自菲律賓和印尼的工人姐姐。此外，學生們就著設計思維工作坊的「原型」向工人姐姐收集了意見。
On January 28th and February 4th, 2024, students went to Statue Square and Victoria Park to get closer to the migrant domestic helpers, and to start a cross-cultural dialogue with them through short film screenings and interviews.
Based on the short film screening, the students conducted questionnaire interviews and dialogues with the migrant domestic helpers to understand their knowledge and habits of plastic use: when do they use plastic bags most often? What do they know about the waste collection system? What are the challenges of plastic reduction that we are facing?
After two days of field studies, we saw the cross-cultural aspects of plastic and explored environmental knowledge and social change together. CSIS team designed a questionnaire to record the helper’s understanding and opinions on the upcoming Hong Kong’s MSW charging, waste reduction, and plastic reduction policy. Nearly 200 workers from the Philippines and Indonesia were reached during the two-day event. In addition, the students collected opinions from the helpers on the “prototype” of the Design Thinking Workshop.

我們的學生分為小組，每組都有來自Share Hong Kong的工人姐姐同行，在中環和銅鑼灣週日工人姐姐的聚會中，拿著平板電腦邀請工人姐姐觀看東南亞塑膠污染短片，然後與她們聊天。我們的學生問及工人姐姐對短片有否產生共鳴時，有超過一半的工人姐姐表示她們曾經親眼目睹及經歷短片中所呈現的塑膠污染問題。
Our students were divided into small groups, and each group was lead a migrant domestic helper from Share Hong Kong. During the Sunday gatherings in Central and Causeway Bay, we took tablets and invited migrant domestic helpers to watch the short video on plastic pollution in Southeast Asia, and then chatted with them. When asked by our students whether the video related with them, more than half of the migrant domestic helpers said that they had witnessed and experienced the plastic pollution problem presented in the video.
問卷的其中一題，有問及工人姐姐在香港僱主家中的分類回收經驗，只有7.14%的工人姐姐表示僱主家中完全沒有回收習慣，顯示很大程度上分類、回收工作已經是工人姐姐工作的一部分。而我們列出了三個無塑活動，包括淨灘、擔任環保方面相關的義工經驗、以及攜帶重用餐盒，總計有一半的工人姐姐表示有相關的行動經驗。更值得注意的是，有20.4%的工人姐姐有淨灘的經驗，即我們身邊每五位工人姐姐就有一位曾經去過淨灘。
One of the questions, the migrant domestic helpers were asked about their experience in separating and recycling at their employers’ home in Hong Kong. Only 7.14% of the helpers said that they had no recycling habit at all at their employers’ home, which showed that to a large extent, separating and recycling were part of their work. As for the three plastic-free activities, including beach clean-up, volunteering experience in environmental protection, and carrying reusable lunch boxes, 50% of the migrant domestic helpers reported that they had experience in these activities. What’s more noteworthy is that 20.4% of the workers have experience in beach clean-up, which means that one out of every five migrant domestic helpers around us has gone to the beach clean-up.
香港政府不斷擴展綠在區區的網路，但有54.4%的工人姐姐表示從未去過綠在區區回收。同時，當時香港社會最為熾熱的討論——垃圾徵費，67.69%的工人姐姐表示曾經聽過相關政策，最主要的接收渠道是來自僱主。但依然有32.31%的工人姐姐表示未聽過相關的消息。這次的調查結果，讓我們思考現時社會對工人姐姐宣傳環境政策安排，以及相關設施的資訊缺口。
The Hong Kong government has been expanding the network of Green@Community, but 54.4% of the migrant domestic helpers said they have never been to Green@Community for recycling. Meanwhile, 67.69% of the migrant domestic helpers said they had heard of the policy on MSW charging, which was the hottest topic in Hong Kong society at that time, and the most important channel to receive the news was from employers. However, there were still 32.31% of the helpers who said they had not heard of the relevant news. The results of this survey make us think about the gaps in the promotion of green policies and facilities of our society to the migrant domestic helpers.

社會創新研究中心在2024 年 1 月和 2 月的「短片放映 x 田野考察」活動中進行的調查發現，工人姐姐作為垃圾管理問題的關鍵持分者，卻在垃圾徵費的政策推行中缺乏支持和資訊。因此與教區全人發展委員會(Diocesan Commission for Integral Human Development)合作，參與由外勞事工中心（Mission for Migrant Workers）舉辦的2024 年 5 月 26 日於中環遮打道Care for Caregiver嘉年華。社會創新研究中心和4位同學與教區全人發展委員會垃圾徵費議題作為切入點與外傭社群接觸，希望彌合當時即將執行的垃圾收費政策在外傭社群的資訊落差。
我們的資訊站提供了印尼語和他加祿語 的垃圾收費傳單和宣傳物品，為工人姐姐提供相關政策的落實細節。在落區宣傳政策細節以外，我們收集在校園棄置的PVC橫額製作一項互動調查，並在中環的資訊站中設置，學生帶領著參與調查的工人姐姐完成調查，內容包括回收實踐、垃圾分類和回收觸發點、對 MSW 收費方案的理解和回國前後的垃圾處理和回收經驗。完成調查後，工人姐姐會獲得紀念品一份。
The Centre for Social Innovation Studies surveyed in January and February 2024, as part of their “Film Screening x Field Work” event, which found that migrant domestic helpers, as key stakeholders in waste management issues, lacked support and information on the MSW charging policy. Therefore, we collaborated with the Diocesan Commission for Integral Human Development to participate in the “Care for Caregiver” carnival organized by the Mission for Migrant Workers on May 26, 2024, at Charter Street, Central. CSIS and 4 students, in collaboration with the Diocesan Commission for Integral Human Development, used the waste charging issue as a point of entry to engage with the migrant domestic worker community, with the aim of bridging the information gap on the impending waste charging policy in the community.
Our information booth provided leaflets and promotional materials in Bahasa and Tagalog on the MSW charging scheme, providing migrant domestic workers with the details of the policy implementation. In addition to promoting the policy details, we collected discarded PVC banners in school to create an interactive survey, which was set up at the information booth in Central. Students led the worker sisters in completing the survey, which included questions on recycling practices, waste sorting, and recycling triggers, as well as their understanding of the MSW charging scheme and experience with waste disposal and recycling before and after returning to their home country. After completing the survey, worker sisters were given a souvenir as a token of appreciation.

我們的團隊共同創作了一本小冊子：”Plastic Free Together: A Helper’s Guidebook”，旨在為工人姐姐社群提供本地化的無塑生活與環保資訊，填補相關資訊缺口。
透過社區互動，我們發現工人姐姐雖具環保意識，卻因語言障礙難以在香港實踐。她們渴望參與環保活動（如回收、淨灘），但卻無法獲取相關資訊。部分傭工更分享了優良實踐經驗——例如經常參與海灘清潔活動——這些案例正是我們希望推廣至社群的寶貴資源。
為回應這些需求，我們編製的指南聚焦五大與減塑、減廢相關主題：

Our team co-create an information booklet called “Plastic Free Together: A Helper’s Guidebook” to address the lack of localized green information on Plastic-free and environmental issues for the migrant domestic helper community.
Through our community engagement, we discovered that despite already having environmental awareness, migrant domestic helpers face a language barrier that prevents them from taking action in Hong Kong. They want to engage in environmentally friendly activities, such as recycling and beach clean-ups, but lack access to relevant information. Some migrant domestic helpers also shared good practices, such as frequent beach clean-ups, which we want to share with the community.
To address these needs, we created an information booklet that focuses on 5 topics related to plastic and waste reduction. The booklet covers:

「減廢香港·工人姐姐點幫手」圓桌會議在2025年2月21日在中文大學舉行。是次圓桌會議邀請了不同民間團體的代表參與，探索融合工人姐姐與減廢、環保議題的方向和可能性。 出席的民間團體來自不同的背景，包括外勞事工中心、明愛亞洲外地勞工社會服務計劃、教區全人發展委員會、社區持續發展、綠色和平、綠惜地球、綠領行動及低碳想創坊。在會議上，關注外傭的民間團體分享了他們的工作，以及結合環保、減廢元素的組織經驗，為綠色團體提供從下而上的組織、推廣及教育工作的參考。圓桌會議中亦有討論本項目的”Plastic Free Together: A helper’s Guidebook”，各團體為小冊子的內容作出交流。 在討論過程中，與會者交換了寶貴的經驗，例如工人姐姐社群希望參與的工作坊和活動種類。討論亦強調了認同及尊重外來家庭傭工在處理香港環境問題上的努力的重要性。透過不同的渠道，如Instagram短片和媒體宣傳，民間團體的組織者可以透過彰顯工人姐姐對環境的行動以突顯他們對香港的貢獻，為工人姐姐社群充權，令社會對他們更正面的看法。 最後討論亦探討了香港未來的減廢政策，包括取消都市固體廢物收費計劃及新焚化爐運作的潛在影響。
The public roundtable discussion, Migrant Domestic Helpers Practicing Waste Reduction in Hong Kong, was held on 21 February, 2025. The discussion brought together representatives from various NGOs to explore the intersection of migrant domestic helpers and environmental issues in Hong Kong. The NGOs in attendance represented a diverse range of organizations, including Mission for Migrant Workers, Caritas Asian Migrant Workers Social Service Project, Diocesan Commission for Integral Human Development, Community for Sustainable Development, Greenpeace Hong Kong, The Green Earth, Greeners Action, and CarbonCare InnoLab. The migrant domestic helpers focus NGOs shared their current work and related experience on integrating environmental elements into their organizing work, providing a new perspective for the environmental focus NGOs to brainstorm the potential pathway of engaging various grassroots in their agenda. The roundtable also provided an opportunity for NGOs to provide feedback on the “Plastic Free Together: A helper’s guidebook,” which was developed to promote sustainable practices among migrant domestic helpers. During the discussion, participants exchanged valuable experiences such as the kinds of workshops and events that the migrant community would like to engage into. The discussion also emphasized the importance of recognizing and respecting the efforts of migrant domestic helpers in addressing environmental issues in Hong Kong. Through different channels such as Instagram reels and media campaigns, NGO organizers can use the environmental contribution of the migrant community to highlight their contribution to Hong Kong, empower the migrant domestic helper community, and promote a more positive social perception of them. The discussion also explored the future of waste reduction policies in Hong Kong, including the potential impact of the cancellation of the MSW charging scheme and the operation of the new incinerator.
